Saudi Arabia Confirms No New Rules for Foreign Umrah Pilgrims as 1448 AH Season Runs to April 2027, 5 September 2026

Saudi Arabia’s Ministry of Hajj and Umrah has reaffirmed that no new conditions are being imposed on international pilgrims performing Umrah, with a senior official telling Asharq Al-Awsat that visa processes continue to be simplified. What the ministry said

Abdulmohsen Alsalem, the ministry’s undersecretary for Umrah affairs, told Asharq Al-Awsat that regulatory attention is now directed inward, toward more than 270 licensed Umrah companies. Those firms are monitored through field inspection teams and can face penalties ranging from fines and temporary suspension to full revocation of their licences. [1]

The part that matters for individual travellers comes next. “While new regulatory requirements target service providers, there are no new restrictions for Umrah pilgrims from abroad,” Alsalem said. “On the contrary, we continue to simplify visa processes and enhance every stage of the journey, from the visa application to the moment pilgrims leave the kingdom.” [1]

Umrah visas can still be obtained through accredited agencies or directly through the official Nusuk platform at www.nusuk.sa. The direct route bundles accommodation, transport and guidance services into one application, and it removes the need for an intermediary. [1]

The ministry also described a shift toward year-round pilgrim traffic, with high-demand periods now spread across the calendar. That framing supports the practical picture for DIY travellers: the current season is open, and the planning window runs well into 2027. [1]

What is new for Umrah companies

The changes announced on the services side are concrete. Umrah companies are now required to formalise housing contracts as part of efforts to protect pilgrims, and the ministry says it is enforcing service standards more strictly. Alsalem described the supervision of licensed firms, working with the Ministry of Tourism, as continuous, with inspections and graduated penalties tied to the severity of each violation. [1]

The 1448 AH season calendar

The current Umrah season, 1448 AH, is already open. The Ministry of Hajj and Umrah resumed Umrah visa issuance on 31 May 2026, and pilgrim entry into the kingdom reopened after the Hajj 2026 period. Entry into Makkah with permits issued through the Nusuk app began on 1 June 2026. [2]

The season runs until 7 April 2027, which is the final date for pilgrims to leave the kingdom on an Umrah visa. The last date for visa issuance is 9 March 2027, and the final date for entry is 23 March 2027. One calendar detail is easy to miss. The Saudi tourist e-visa allows Umrah outside the Hajj season, but travellers on an e-visa still need to issue any required Umrah permit through the Nusuk app before entering Masjid al-Haram. A valid visa alone is not enough to walk in. [2]

What still applies before you travel

The “no new rules” message applies to changes, not to the requirements that were already in place. Before travel you still need each of the following:

  • A visa that permits Umrah, which includes tourist e-visas for eligible nationalities. [3]
  • An Umrah permit issued through Nusuk, which is required to enter Masjid al-Haram during the season. [2]
  • Proof of MenACWY meningitis vaccination, which remains mandatory for pilgrims aged one and above. [3]
  • A Nusuk-linked hotel booking, because visa applications are now tied to confirmed accommodation and transport bookings inside Nusuk. [3]

The Nusuk app is the single official entry point for permits, mosque entry scheduling and Rawdah appointments in Madinah. If you book accommodation outside the Nusuk ecosystem, expect to sort out the permit and the booking links before your visa is processed. [3]

What this means for a DIY trip

For an independent traveller, the practical reading is straightforward. The ministry’s statement removes one worry: foreign pilgrims are not facing a fresh layer of rules in this update. Planning for the current season, which runs to 7 April 2027, can proceed on that basis. [2]

The discipline sits in the details that did not change. Your visa route depends on your nationality, so check whether your country is on the direct Nusuk list before assuming you can apply without an agent. Your MenACWY certificate has to be in order before the visa stage, and your hotel booking needs to be the Nusuk-linked kind rather than a booking you made separately and expect to add later. [3]
